Ken Silverstein ["The Great American Pork Barrel," Report, July] is not the first to document the raiding of our national treasury through congressional earmarks. Two years ago, I issued a staff report about the growing misuse of congressional earmarks, especially as used as internal blackmail to entice members of Congress to vote for questionable appropriations bills.
