The Senate is moving closer toward resuming debate on the $491.6 billion fiscal 2006 defense authorization bill, after the measure stalled months ago amid political squabbling.

"I believe it would be unconscionable and unprecedented for the Senate not to act on this critical legislation. The protracted delay has not been helpful to our troops or their families.
