For engineers involved with the chemical process industries (CPI), estimating the capital cost for process plants is difficult under any circumstances. Trying to determine all the elements of a design that will affect the cost, evaluating the complexity and magnitude of the design, predicting the skill and performance of an often unknown construction workforce and trying to foresee what potential problems might arise are all major challenges. But most challenging of all is capital cost estimating for pilot plants.
