Dec. 1--AWENDAW -- Hoping to avert turf wars next to one of the East Coast's ecological jewels, leaders of 11 cities, towns and utilities gathered Wednesday to unveil a proposal to slow development on thousands of acres in and around the Francis Marion National Forest.
It was a rare show of regional unity about a land-use issue, and Charleston Mayor Joe Riley likened the proposal to "a treaty among friendly entities." Mount Pleasant Mayor Harry Hallman Jr. said the deal could be a model for other regions grappling with growth.
