Dec. 2--City financing for a new parking ramp, integral to an expansion of the St. Mary's/Duluth Clinic medical campus and a new downtown hotel, could cost taxpayers up to $480,000 a year for the next 20 years, Duluth city councilors learned Thursday.

Voting 7-0, the council approved borrowing $12.5 million for the project during a special meeting, but not before several councilors voiced their frustrations over a project that has failed repeatedly to meet physical and fiscal expectations.

At Large Councilor Tim Little and 4th District Councilor Neill Atkins attended the meeting but left before the vote.
