In 1998 this reviewer published an article in the British-based journal Representation entitled, "The Last Westminster Electoral System? Canada, Not Britain?" which demonstrated how electoral reform had been off the Canadian political agenda despite the obvious and continuing disproportionalities of federal electoral outcomes. How things have changed in the relatively short period since then.
Electoral reform is definitely on the political agenda at several points across the country ...
