As the twenty-first century approaches, the world is experiencing many sweeping changes. These changes are not just of a global nature but can be seen in our communities and schools, as well. Perhaps nowhere are the nature and impact of change more visible and more dramatic than in the way we provide education to students with disabilities. Those who teach and work in the public schools can attest to the fact that special education today is not what it was eighteen or twenty years ago.
