Dec. 20--ENCINITAS -- The city's delegate to the North County Transit District board said Monday he hopes to reopen talks to improve a dirt parking lot along the railway near City Hall.

Parking is allowed on the dirt-and-gravel lot at the southwest corner of Vulcan Avenue and E Street, but no signs identify it as open to the public.

"The city and (the transit district) would both be better off with a parking lot" at the site known as "Lot B," said City Councilman Jerome Stocks, who also is chairman of the regional transportation agency's board of directors.
