FRANKFORT -- A judge on Wednesday refused to halt the work of the special grand jury that has been examining the personnel practices of Gov. Ernie Fletcher's administration.
Lawyers for Fletcher had argued that the pardons and amnesty issued by the governor in late August prevented the grand jury from indicting anyone for any crime that might have taken place before that time.
While Franklin County Circuit Judge William Graham said a governor's power to issue pardons is "awesome," he noted that a grand jury's authority is also expansive.
