Faced with a river herring population assessment showing no improvement in the stock's health, North Carolina's Marine Fisheries Commission members say they're frustrated that critical habitat protection measures contained in a 2000 management plan haven't been implemented.
"That plan recommended that other environmental commissions take steps to protect herring spawning and nursery areas," explains David Beresoff, a commission member and commercial fisherman from Bolivia, N.C.
