I would like to commend Mark T. Jewell for his September 2005 article, "Winning with Incentives." He presented the issues clearly and comprehensively at a time when incentives are greatly needed to help continue growth in efficiency and renewables.
The accompanying graphic on page 16, however, was inaccurate and misleading.
In it, New Mexico stood out as the only "white" state, denoting "no energy management programs." The truth is ...
