Dec. 31--Beginning at midnight on New Year's Eve, police will have a new tool to use against drunken drivers, and they will arrive in force in Chicago neighborhoods where celebratory gunfire was a problem last year, police said Friday.
A new state law makes it a Class 4 felony to be intoxicated behind the wheel without a driver's license or insurance and could result in incarceration of one to three years based on past criminal history, according to the Cook County state's attorney's office.
