Jan. 1--Mayor Jack Ford leaves office this week the same way he governed - quietly.
He took the satisfaction of announcing some last-minute developments that were panned by his opponent, fellow Democrat Carty Finkbeiner.
Mr. Ford, 58, declined requests for an exit interview. The mayor who could crack a joke at himself but never overcame a reputation for aloofness predicted his own legacy four months ago:
"Folks will say, 'I remember Ford. He was a pretty steady fellow.' "
The city's first black mayor ends his one-term tenure at 5:30 p.m. Tuesday.
