NEW YORK -- Will women's rights be accepted as universal human rights? Do collective rights -- to development, to preserving culture -- have an equal claim to protection as individual rights? Do refugees on the high seas enjoy international protection under U.N. treaties?
These were some of the many troublesome issues that 183 U.N. members attending the World Conference on Human Rights -- the first to be held in a quarter century -- struggled to resolve in Vienna last month. The conference occurred amid one of the worst upsurges in documented human rights violations ever.
