Jan. 6--The California Community College system has seen a decline in enrollment for the first time in years, which has prompted Inland Empire state Assemblyman Joe Baca Jr. to propose a really dumb idea.

Baca announced Wednesday he will introduce legislation to return student fees at community colleges to their original level before they were raised to help deal with the state budget crisis. Assembly Bill 1780 would cut the fees from $26 per unit to $11 per unit.

California prides itself on the accessibility of its college system and Baca's intentions are admirable. But let's look at the real effects of this reversion:
