INTERFAX-CHINA - The Beijing police will start SMS (short messaging service) based emergency services in the second half of this year, which were designed to allow deaf and mute citizens to report crime and fire emergencies and traffic accidents to police, the Beijing Bureau of Public Security announced Tuesday.
