Jan. 14--Tim Kaine today will become the third Virginia governor to take the oath of office in Williamsburg, following in the large footprints of Patrick Henry and Thomas Jefferson.
If that's not enough pressure, the governor faces immense expectations that he will promptly produce a plan to conquer the traffic gridlock plaguing the state's urban centers.
Kaine has promised to reveal his transportation plan on Monday and has remained studiously vague about his ideas. His nonchalance has unnerved the lawmakers, business leaders and interest group advocates who are counting on him to lead the charge for more road-building ...
