Most credit the National Council for Teachers of Mathematics (NCTM) with initiating the many efforts to produce national standards for all programs in U.S. schools. In 1986 (10 years before publication of the National Science Education Standards), the Board of Directors of NCTM established a Commission on Standards for School Mathematics with the aim of improving the quality of school mathematics. Three years later NCTM published its Curriculum and Evaluation Standards for School Mathematics. An initial draft of these standards was developed during the summer of 1987, revised the summer of 1988 after much discussion among NCTM members, and finally published in 1989.
