Spring Valley, comprised of four disparate communities clustered around Dictionary Hill, continues to have an identity problem as evidenced by a tug of war over incorporation.

"The community is split right down the middle over incorporation," said Bill Ehlen, president of Valle de Oro Bank in Spring Valley.

As a result, the community has polarized into two planning groups: Members on the Spring Valley Planning Group are generally in favor of incorporation, while those on the Valle de Oro Planning Group are mostly against the idea.
