Jan. 23--The glory days of double-digit increases in home values in Oakland County are long gone.This year, residential property owners in the county can expect assessments to rise an average of 3% to 3.5%, according to figures from the county's Equalization Department. David Hieber, manager of the department, said Friday the county hasn't seen significant increases in residential property values since the 1990s. Last year, values countywide rose an average of 4.5%.
