INTRODUCTION
Delegating authority to administrative agencies makes up for the generality of the law. Because the legislature cannot address every contingency, or simply wishes to stay clear of issues that are politically or socially sensitive, it delegates authority to its administrative agents. However, such delegation of authority endows administrative agents with wide discretion, discretion that breeds concerns of unaccountability, recklessness, and corruption.
