LEAKING underground petroleum storage tanks are a frequent and serious problem. Petroleum leaking from these tanks contaminates surrounding soil and groundwater causing both environmental and health risks. In an effort to address the growing problem of leaking underground tanks, Congress created the Leaking Underground Storage Tank Trust Fund to assist with cleanup efforts. Between the inception of this program in 1986 and September 30, 2004, the United States Environmental Protection Agency (EPA) identified 447,233 such releases, and estimated cleanup had been completed for only 71% of these releases.
