Lobbying reform bill won't change much.(Brief Article)

Congress simply isn't ready to address campaign finance, which is the real issue at stake. Lobbyists need access to lawmakers to make their case, and lawmakers seeking reelection need lobbyists to raise campaign cash. As long as that's the case, each will look to the other for survival.

Only a modest reform bill with plenty of loopholes will pass.New legislation will further limit gifts, bar privately funded travel and make ex-lawmakers and staffers wait longer before lobbying their old colleagues. It is also likely to require scrutiny of earmarked appropriations--money directed to specific targets, which is often buried in outsize appropriations bills.
