Jan. 31--VIRGINIA BEACH -- Before Navy SEAL Ronald J. Gasper was indicted for murder last year, his case went to a special grand jury. It was December 2004 and the secret proceedings were conducted by Commonwealth's Attorney Harvey L. Bryant III. The special grand jury allowed Virginia Beach's top prosecutor to investigate the crime by calling witnesses and questioning them under oath, with a court reporter taking down everything they said. No defense attorneys were allowed inside.
But when the special grand jury completed its investigation, it did not indict Gasper, a member of SEAL Team 6 at the Navy's Dam Neck Annex. ...
