Earlier this year, Cycle World was named one of the hottest magazines by "Capell's Circulation Report." Winning the honor for the second year in a row was quite a coup for a title that had persistent problems delivering its rate base between 1986 and 1990. But then the motorcycle enthusiasts' title cut its rate base and raised circulation prices. The strategy, which has paid off with a clean Audit Bureau of Circulations statement and increased advertising pages, was spearheaded by veteran circulation executive Leon Rosenfield, vice president/circulation of Hachette Magazines, Inc.
