Feb. 2--WASHINGTON -- President Bush is counting on a modest federal investment in energy technologies to produce an extravagant result: energy independence. He wants to quickly convert to ethanol and hydrogen fuels and hybrid cars -- enough to reduce U.S. oil imports by an amount equal to a quarter of all the oil used today. After that, oil imports would keep falling as fewer gasoline-powered cars and trucks made their way onto highways.
