Coverage of mental health care must be included in any national health care reform. On this point the entire mental health community agrees. But beyond basic agreement that mental health care benefits should be "equitable," there is no consensus on who and what services should be covered nor on how the benefit should be designed. Even given a political climate of inclusion, there is no consistent strategy for including mental health coverage in national health reform.
