Feb. 8--RICHMOND -- One day after delegates skewered his plan to raise $1 billion through taxes and fees for transportation improvements, Gov. Timothy M. Kaine got ready for a road trip. Kaine an-nounced plans Tuesday for a series of five town hall meetings designed to put pressure on lawmakers to approve a package of road revenues and land-use overhauls .
