Belgium enjoyed a wave of chemical sector capital investment during the past few years that peaked in 1990 at a record BF107 billion ($3.06 billion) and receded to an estimated BF78.3 billion in 1992. Between 1988 and 1992, BF400 billion was channeled into the country, which benefits from a geographic location "right at the heart of Europe and its hundreds of thousands of consumers," says Peter Claes, director/economic and fiscal department at the industry association Federation des Industries Chimique de Belgique (FIC). The largest percentage of chemicals investment--70%-75%--comes from overseas companies.
