In their July/August 2005 article, "A Sustainable Path? Deciding the Future of La Paz," Carl Steinitz and his coauthors provide valuable assistance to a community considering its future. (1) For the study that led to the article, the authors consulted local people, government officials, and visitors; posed a set of previously tested questions aimed at reflecting "values and priorities" of local people; provided ten different future scenarios; and assessed trends and expected risks. However, while these methods are an important part of such a study, key lines of inquiry were omitted. What is missing are the means to develop whole-systems approaches to tourism destinations ...
