New York is a tale of two states - Up and Down.
And it is time for the state Legislature to recognize that what is good for Downstate is often bad for Upstate, David F. Shaffer, president of the Public Policy Institute of New York State, said at Syracuse University's Thursday Morning Roundtable.
The institute is affiliated with the Business Council of New York State.
"People from Downstate still tend to think of their part of the state as where all the serious problems are," Shaffer said. "They see poverty and crumbling schools. Then they come Upstate and see it's pretty, traffic is light."
