Feb. 12--A lawsuit challenging Carmel's sale of the Flanders Mansion may proceed, a judge ruled Friday. Judge Robert O'Farrell ruled that the city had been properly served with the lawsuit by Melanie Billig, president of the Flanders Foundation, even though she is an officer of the foundation. That, he said, did not make her personally a party to the lawsuit, which attorney Bill Conners, a former Monterey city attorney who is representing Carmel, challenged on grounds that it was improperly served in November because state law does not allow a party to a lawsuit to personally serve it to a defendant.
