The oil and gas industry is playing on an entirely new field in Algeria since ratification last year of a new hydrocarbons law that removed responsibility for awarding and managing upstream contracts from state Sonatrach and gave it to a brand new agency known as Alnaft. With Sonatrach adjusting somewhat reluctantly to a new role that requires it to compete for acreage with other companies and Alnaft still finding its feet, a new exploration licensing round is unlikely to kick off before midyear.
