ON AUGUST 18th, at the Geneva peace conference, the leaders of Bosnia's warring groups agreed to put Sarajevo under United Nations administration for two years, while tempers cool and Bosnia & Hercegovina is carved up. During this period, the besieged capital is supposed to be demilitarized. The hope is that this will save the city from starvation. In reality, it is likely to be the end of Sarajevo.
No one has agreed how many troops will be needed to implement the plan, nor which countries will deploy ground troops nor how that would stop Serbian shelling, if the Serbs wish to shell. If past experience is anything do go by, none of the aspirations will be ...
