This final article in a series describes the scope of VA's duty to assist. The first segment (July 1993) concerning VA's duty to assist claimants in the development of their claims traced the origins of the duty. The second (August 1993) outlined the basic criteria that must be met in order to invoke the duty.
VA has the duty to inform claimants of all benefits to which they may be entitled. VA must help claimants understand how to file for benefits and what evidence is required. According to the United States Court of Veterans Appeals (the Court), VA must distribute, on an individualized basis, "full information to eligible veterans...regarding all benefits ...
