Feb. 24--The Southfield City Council may have approved the construction of a new Target store despite concerns from residents, but the fight isn't over.Activists against the development have put together a petition that -- if signed by enough residents -- would call for the council to repeal its decision to rezone the property to be used for the store from office to business use or put the issue on a ballot.
