The latest sobering statistic: Ninety-three percent of welfare recipients have been on the dole for more than two years, with 65 percent on for more than eight years.
No wonder Americans support President Clinton's proposal to limit recipients' time on welfare to two years. It's a good idea.
But in moving people from welfare rolls to payrolls, the president will inevitably encounter a conundrum that boils down to one word: jobs.
