Mar. 1--MEXICO CITY -- An ongoing spat over whether one of the city's premier hotels should be punished for knuckling under to Washington and kicking out Cuban guests took a strange twist Tuesday.

The city government -- which has called last month's removal of the Cubans from the 755-room Maria Isabel Sheraton an abuse of civil rights -- sealed some of the hotel's entrances.

Guests, however, continued to come and go through side doors, trying to avoid the crowds, controversy and political theater developing out front.
