Adm. Jonathan Howe, the retired American officer leading the U.N. mission in Somalia, is by common agreement one of the most incompetent commanders in the nation's history.
A born-again Christian, the admiral commences every meeting with a prayer (thus far unanswered). He also refuses to leave his banker in the U.N. command post, even to cross the courtyard to the lavatory. He relieves himself in a bottle passes the flagon to his secretary, who files it away until some lull in the mortaring (only sporadic at the worst of times) permits her to make the trip with the admiral's daily output, across the courtyard.
