Issuing electronic benefits transfer cards, or EBT cards, is now a routine service in all 50 states and several U.S. territories. States still periodically seek bids for new EBT contracts and negotiate service fees with EBT contractors.
But the infrastructure for processing EBT payments for food and cash assistance on a nationwide basis is used by about 26 million people covering about 11 million households, each of which has at least one EBT card. About 160,200 food merchant locations now accept EBT cards. Most of those food retailers accept EBT payments on the same point-of-sale terminals that accept commercial payment cards.
