Rumsfeld on March 9 said Iraqi security forces would be responsible for dealing with violence in the country if full-scale civil war broke out. He told the Senate appropriations committee he did not believe Iraq had descended into civil war. The US plan was to "prevent a civil war", he said, adding that Iraqi security forces had performed well after the attack.
Making an unprecedented joint appearance with Secretary of State Condoleezza Rice to defend the administration's request for $91 bn in emergency spending, mostly for the wars in Iraq and Afghanistan, Rumsfeld said the Iraqi security forces would deal with a civil war "to the extent they're able to". ...
