EFFORTS BY ENVIRONMENTAL groups to list sage grouse as either a threatened or endangered species failed to meet the requirements set by the U.S. Fish and Wildlife Service, but the birds are in serious trouble.
Pat Diebert, a USFWS biologist who worked on the sage grouse petition, said the number of sage grouse has declined significantly over the last several decades in large part because their habitat is undergoing major changes.
