As the founder of Dean Memorial Funeral Home, Keith Dean thought he had seen it all. But like most people, Hurricane Katrina affected him deeply.

"I had the opportunity to deal firsthand with families and decedents of Katrina," he said. "It was devastating to see the horrifying effects of the storm. I thought it was careless of the government for the slow response for help. I do not think they are refugees, I think they are victims."
