Mar. 5--CENTER TWP. -- When Delbert Lemmon sees surveyors and engineers working on undeveloped property near the Beaver County Humane Society in Center Township, he starts worrying.
"When they start coming around, you sort of know that things are about ready to happen," said Lemmon, who serves as director of the humane society.
SCB Services Corp. is preparing to buy at least 90 acres near the Beaver Valley Mall, including land on which the humane society sits.
Castlebrook Development Group of Pittsburgh will develop the property, and work is expected to begin later this year.
