Mar. 7--NEWARK, Ohio -- Many thought the debate over a proposed $5.41 monthly fee to deal with flooding problems was over.
But at last night's Newark City Council meeting, some eleventh-hour lobbying resulted in the 10-member council unanimously approving a staggered rate structure.
Councilman Doug Marmie proposed that a $3-a-month rate begin July 1, followed by gradual increases over the next six years, topping off at $6.50 a month in 2012.
A lower initial rate would reduce fees for businesses because some would be paying more than $1,000 a month under the original plan, even if they qualified for credits to reduce ...
