Mar. 7--Last September, hundreds of people waited in line and some camped overnight in front of a Salinas government building in hopes of landing some low-cost housing. The scene at the Housing Authority of Monterey County could be repeated Monday as the agency, for the first time in six months, opens applications for its backlogged Section 8 assistance programs. "It's hard to say. We're planning for long lines," said Tony Caldwell, a spokesman for the agency that handles the federal Section 8 housing programs in the county.
