You might think that residential real estate appraisal would always be a straight-forward matter, regardless of the economic climate. After all, the appraiser's task is to estimate a property's value as of the date the property is inspected, without necessarily forecasting future real estate trends.

But in a down economy, the appraiser's job can become more complex for unexpected reasons. And, effective in California just last year, the field has been changed through federal laws requiring state licensing and certification of appraisers -- just one of many forms of fall-out from the S&L debacle of the '80s.
