Mar. 19--MISSION -- Public libraries tend to have two reliable constituents: children and senior citizens. In the Rio Grande Valley, where some 120,000 Winter Texans descend en masse during the colder months up north, librarians long have been accustomed to seeing these northerners packing the stacks. Now, with added computer labs, more library materials online and powerful Internet connections to handle multiple users, librarians say more and more Winter Texans are at their screens.
