Mar. 19--Relations between the towns of Campbell, Medary and Shelby and city of La Crosse are a little bit wobbly.
But county officials hope a new comprehensive plan will promote peace and stability between La Crosse and its three neighboring towns. Together, they're Area 5.
The three towns have developed differently but they do have one thing in common, said La Crosse County Planner Charlie Handy.
They're united by their "significant dislike for the city of La Crosse. Not its residents, but the city government," he said.
