This month, Tracy Oerter begins her annual battle with hay fever. Since she's allergic to trees, grass and weeds, there's no escape. Her throat tickles, her nose trickles. She rubs her itchy eyes. The 35-year-old hospital administrator from Milwaukee saw a doctor who prescribed a medication. But Oerter still spends most mornings fighting off sneezing fits.
